Make the evidence
useful.
Define the decision.
Name the product or service, customer, activity, proposed entity and time horizon. A country-level opportunity is not yet a case for your business.
Match the authority to the case.
Use the official setup and tax sources to identify the relevant licensing route and guidance. Record questions about your activity, ownership, location or special regime for the competent authority or a qualified adviser.
Read the definition behind the number.
Check geography, product classification, units, currency, period, revisions and whether values are nominal or adjusted. Imports, GDP or population do not directly establish your reachable customer demand.
Build the operating and cash case.
Combine sourced information with your own customer evidence, pricing, delivery costs, capacity and collection terms. Test a downside and state what would change the decision.
Leave an evidence trail.
Save the exact source link, publication and effective dates, assumptions, unresolved questions, reviewer and next review date. Recheck a material requirement before committing.
WORKED EXAMPLE · FICTIONAL
Headline growth can hide
a different market.
A distributor is comparing two invented markets. Total imports grow faster in Market A, but the relevant product category declines. In Market B that category grows, and both finish at the same category value.
| Illustrative market | Total imports: prior → current | Relevant category: prior → current |
|---|---|---|
| Market A | 100 → 110 (+10%) | 20 → 18 (−10%) |
| Market B | 80 → 84 (+5%) | 15 → 18 (+20%) |
This does not prove that B is the better entry market. Check product definitions, prices, domestic supply, re-exports, customer access, competition, delivery economics and cash timing. The numbers are invented to show the method; they are not GCC market data or client results.

One decision.
A clearer brief.
Use the decision brief to compare markets, record source links and dates, identify unanswered questions and assign the next action. Type into the worksheet and print a PDF or paper copy. Entries are not sent to Mizwala or automatically saved.
A directory is a starting point.
The review date covers this directory’s source selection and navigation. It does not certify the completeness or current applicability of every linked rule or dataset. Read the original publication and effective dates, check the relevant jurisdiction and confirm the treatment of your own case. External pages may open in a different language.
